Introduction

In light of the widespread destruction and collapse of infrastructure caused by years of war in Syria, the Syrian society faces unprecedented humanitarian and developmental challenges. Among the groups most affected by this catastrophic reality are persons with disabilities, who endure harsh living conditions due to the severe lack of basic services, deteriorating healthcare, and the absence of an enabling environment that safeguards their rights and meets their specialized needs. In addition, there is no comprehensive and unified reporting system on their numbers, types of disabilities, and specific needs.


In response to this urgent need, the First Syrian Conference for Persons with Disabilities is being launched to strengthen coordination and collaboration among key actors in the disability sector, support advocacy efforts, highlight priorities and needs, and facilitate the exchange of experiences. The conference will also provide an opportunity to launch pioneering initiatives in this field and to support existing ones in preparation for expanding their impact.

Conference Axes

Through the proposed axes outlined below, we aim to build a clear vision for a more inclusive future for persons with disabilities and to encourage joint action to achieve tangible and sustainable results.

1- Establishing the Organizational Structure for the Syrian Network / Alliance / Council for Persons with Disabilities

This axis focuses on discussing the establishment of a coordinating body composed of local civil society organizations participating in the conference. Its purpose is to strengthen the rights of persons with disabilities, ensure their active participation in decision-making, coordinate efforts among local and international actors, provide appropriate support, and build the capacities of partners.

2- Specialized Group Discussions to Identify Challenges and Propose Sustainable Solutions

This axis provides a platform for specialized discussions that bring together experts and practitioners in areas such as education and vocational training, health and mental health, employment and job opportunities, laws and policies related to persons with disabilities, and digital solutions. The goal is to identify key challenges and needs while proposing effective and sustainable solutions.

3- Networking and Coordination

This axis highlights the importance of collaboration among local and international institutions, civil society organizations, and the private sector to ensure synergy, enhance opportunities for funding and support, and improve the services provided to persons with disabilities.

4- Best Practices and Syrian Experiences in the Field of Disability

This axis showcases success stories and outstanding initiatives implemented to support persons with disabilities in Syria, with the aim of exchanging expertise and scaling up successful experiences for wider application.
